Abstract
As health technology has developed continuously, a value assessment for health technology becomes more necessarily with limited resources. Rec ently, many countries has developed Health Technology Assessment (HTA) system to assess the evidence and value. National Evidence-based Healthcare Collaborating Agency (NECA) was established in 2009 with the vision of ¡®an organization that leads creation of healthcare evidences¡¯ under the mission of ¡®in order to contribute to the effective utilization of medical resources and national health improvement based on s cientific evidences.¡¯ After the establishment the 2nd annual conference to celebrate the 5th anniversary of establishment was held in 2014 to look back on the accomplished outcomes of NECA and provide a blueprint for the future. Through this annual conference, we attempted to collect opinions from NICE, CADTH and various interested parties in Korea. Through comprehensive discussion, four factor for NECA was recommended. First, NECA should provide participation measures of diverse interested parties including the public or patients. Second, for successful implementation of HTA of NECA, unique principles should be developed and an institutional strategy for political utilization should be prepared. Third, in the implementation of NECA evidence-based medical research and HTA, transparency, openness, continuity, consistency scientific robustness, and timeliness should be con sidered. Forth, NECA should make an effort to spread the research outcomes effe ctively and maintain a closer network with domestic and international inter agency and researchers. Based on the efforts above, NECA should settle down evidence-based research and HTA apposite to the case in Korea, increase the acceptabili ty of HTA by mediating the opinions from various interested parties, and improve continuity of healthcare.
